As a senior executive and as an entrepreneur, Mr. Tolbert has a well-rounded background
within K-12 educational, corporate finance, economic development, small business, and non-
profit sectors. He has over 25 years of organizational and financial management, strategic
planning, fundraising, institutional investment, facilities and property management and
portfolio company management expertise. This includes almost 20 years of leadership
experience, managing and operating public and private academic and financial institutions.
Operationally, Mr. Tolbert served as CFO and Interim CFO of 4 K-12 educational institutions
that included Campbell Hall, ICEF Public Schools, Learn Charter School Network, and
Turning Point School, respectively. He was Co-Founding Partner and raised $130,000,000 for
2 private equity funds. He managed and oversaw all aspects of operating and capital
budgeting, as well as other initiatives and programs for each of these entities. His duties
included: strategic planning, finance, accounting, budget development and management; audit
prep and compliance reporting for multiple-sites, departments and programs; contracts, risk
management; HR management, payroll/benefits, facilities and technology. His experience
includes identifying operating inefficiencies, developing and implementing internal controls
and financial turnarounds – restructuring balance sheets and management teams.
Working for Prudential and CIGNA Investments Inc., Mr. Tolbert negotiated and invested over
$1 billion of capital at all levels of the capital structure in corporate, project and real estate
finance transactions. Investment structures included senior and subordinated debt, quasi-equity
and non-recourse leveraged lease transactions. During his tenures, Mr. Tolbert supported the
organization and development of CIGNA’s $384,000,000 leveraged investment fund, and with
Prudential, he co-developed a senior note investment product to expedite transaction closings.
As an advisor, Mr. Tolbert has extensive experience writing business plans, developing growth
and capital formation strategies and raising capital. He has over 13 years experience
negotiating public/private partnerships with federal, state and local agencies and authorities,
including foundations, private industry and a major university. He has led and collaborated on
the development, fundraising, investor/stakeholder relations and reporting for several programs.
As an entrepreneur, Mr. Tolbert has solicited from and presented to numerous public officials
and boards, agencies, commissions, foundations, private investors and community stakeholders.
His collective efforts have resulted in securing over $150,000,000 in funding for new
investment ventures (noted above) and various development projects.
Mr. Tolbert received his MBA in Finance from the University of Chicago Booth School of
Business and his BA in Mathematics from Morehouse College. He is member of the Board of
Trustees of CHAMPS Charter High School. He has taught and been a guest lecturer for several
business finance, law and economic development courses and workshops at LA Trade Tech,
Pierce and Mission Colleges and PACELA.
Mr. Tolbert resides in Los Angeles with his family. He is a member of Omega Psi Phi
Fraternity, Inc., Tau Tau Chapter and he is an active volunteer for community service and
educational initiatives, as well as youth mentoring and sports programs.
